Executive named to lead Merced’s new Downtown Improvement District
The Downtown Merced Property Owners Association announced this week the appointment of Gloria Valdovinos as the group’s first official Executive Director, effective May 6.
In this new role for the city, Valdovinos will lead the Downtown Merced Property-Based Business Improvement District (PBID) and the Merced Tourism Business Improvement District (TBID), guiding efforts to revitalize the downtown area and strengthen the city’s tourism and lodging industries.

Valdovinos brings extensive experience in downtown revitalization, economic development, and community engagement. She previously served as Program Manager for the Downtown Fresno Partnership PBID and Executive Director of the Downtown Fresno Foundation. In these roles, she successfully spearheaded initiatives to enhance public spaces, foster economic opportunity, and create dynamic, welcoming downtown environments.
“The opportunity to help shape the future of Downtown Merced and Merced’s broader tourism industry is incredibly exciting,” said Valdovinos. “We have a real chance to lift the identity of Merced, and I can’t wait for that! The PBID and TBID provide powerful tools to support local businesses, enhance economic vitality, and create a welcoming atmosphere for residents and visitors alike. I look forward to working with property owners, business leaders, and city officials to build on the momentum already in place and make Downtown Merced a safe, clean, and thriving destination.”
Chairman Eric Hamm added, “Gloria’s appointment marks a significant milestone for our association. Her proven track record in revitalization and community engagement is exactly what Downtown Merced needs as we advance our vision. We are excited about the fresh perspective and dynamic leadership she brings, and we are confident that together we will drive meaningful change that benefits our entire community.”
Known for her collaborative leadership style, Valdovinos has worked closely with city officials, business owners, and property stakeholders to deliver cleaner, safer, and more vibrant communities. Her work includes launching community-driven marketing campaigns, developing strategic partnerships for growth, and coordinating high-impact events that bring people into downtown areas.
She holds a bachelor’s degree in Marketing from Fresno State, which equips her with a strong foundation in strategic promotion — an essential asset in both PBID and TBID initiatives aimed at elevating a city’s identity and drawing in visitors.
The Downtown Merced PBID was created to support economic development, improve safety and cleanliness, and promote beautification efforts throughout the downtown core. The PBID aims to make Downtown Merced a vibrant and thriving hub through a coordinated approach to public space improvements and business support.
Similarly, the Merced TBID is focused on strengthening the city’s tourism sector by leveraging local resources to promote Merced as a destination and increase overnight stays in local hotels and motels.
